Is this antique silver tone flip top an old match holder?

Can anyone help & tell me what this is??

Decorative embossing figures and scrolls etc.

Looks like it was made to hold maybe matches and or other small items

This flip top holder with embossed images measures 4 5/8" top to bottom. 7/8" from front to back.

1 5/8" side to side at the top. 1 1/4" side to side at the bottom.  excluding the flip top lid it measures 2 5/8" from top to bottom.

Looks like a table lighter missing it's internal pieces parts.

The second photo, towards the bottom under the arch the figure is standing on...

Looks like English silver hallmarks, so get out a 10X loupe or magnifying glass and take a look.
