Are all sellers now expected to collect taxes???....how do they know the amount to charge???....don't they need a sales tax license to collect taxes??

What should I do to receive a refund for an item not received??...this happened in January 2019..there is no record of a refund in my Paypal or in my bank..

WHAT SHOULD I DO WITH A SELLER WHO REFUSES TO SEND AN ITEM I WON??? HE IS NOW SELLING THE SAME ITEM HERE ON EBAY...HE RELISTED IT...
