Anyone else notice the influx of foreign scammers listing at unbelievably low prices?

I've seen this on Amazon and now they have stuck ebay.... items listed by new sellers at Buy It Now prices that are about 10% of the market price. They never ship the items and the buyer then has to file a claim to get a refund.
