From time to time I find seller's listing something as NEW, when I can see it is not. Should I contact ebay, or just let "buyer beware" ? If I contact ebay, how/where?

Does anyone report deseptive ads/sellers? As an example...Listing is for padded toilet seat...photo's and description show a hard plastic seat. Should this be reported to ebay?
