I think if you are charged an insertion fee, it is a one time charge
that doesn't repeat if the buy it now listing does not sell. When 30
days comes, the listing will renew with no additional insertion fee
I think I noticed a similar note on one of my sales. It was a payment
source that was from outside of the US. There's an easy way to check.
