Why can't I buy USPS shipping today on eBay?

Reimbursement of Final Value Fee on Refunded Items

I returned the eBay price on an item to a buyer, but not the shipping. Should I receive a final value fee reimbursement for the portion of the purchase price I returned? How will I know if I received the reimbursement?
