I recently shipped an item I sold and the label option did not offer First Class Mail even though the item weighed 15.8 oz. Has the rule changed recently? I know I've done it in the past. Thanks!

I am getting ready to sell some very lightweight items that could easily ship for $0.55 First Class USPS. Does anyone else do this to save money for buyer and seller? If so do you pay for tracking? Are we allowed to within eBay rules? Thanks!
