I had a buyer win multiple buy-it-now auctions. I am combining shipping
and want to refund part of his shipping cost. With PayPal, it was easy
to do that. I'm not sure how to do that under the new system.

Has it always been this way? I seem to remember that when I would check
the numbers a few years ago, the shipping cost to the seller would be
actual plus handling fee.
