Looking for help identifying cut glass wine decanter with silver??? lid

I got this what I found out is a wine decanter with a ice container on the inside. It has a screw on lid made up of silver?? or plate??It has a mark on the handle but I have no idea who it belongs to. Any help appreciated.

Please help in dating these pieces please

Picked these up the other day and wondering how old they might be. These were handmade and the material that forms the base seems be be getting brownish. They are not mounted or anything. Just raw finish.
