Why do items that sell stay on my active list as Out of Stock?

Lately the items I have for sale when they sell stay listed in my Active Listing but show as Out of Stock... Before they automatically ended now I have to end the item and the only option to do it is end it early and list the reason as Not for Sale a...

Why does EBAY penalize you for not uploading tracking info...

I sell a few things that are low cost, etc.... Usually purchased for under $5 ...And usually have Free Shipping or under $2.... Why does EBAY automatically penalize you because you didn't upload Tracking info...?? All the purchased items are shipped ...
