A buyer bid on an item and won the bid. I was charged $3.80 in final
value fee but the customer canceled the bid. How do I get this amount

How long do I have to wait before I can offer an item on a second chance
offering. We are on the fourth day. I have tried to open an Unpaid Item
against the buyer but it keeps telling me I have to wait until March 30,
which is today.
