How can I get back my refund if "the deadline has passed to open a case.
The seller sent me a tracking number from UK but I never receive the item over 2.5 months. Even the seller always replied but no solution provided to me. I want the full refund but I cannot open a case in Ebay protection centre. Please help, what can I do?

Buyer lets his buyer protection expire and wants to know what can be done - short answer, NOTHING
You have to protect yourself by using Ebay's tools. If you don't use the tools, too bad.
