I HAVE WAITED OVER 6 WEEKS FOR AN ALBUM COSTING 545 DOLLARS INCL OF POSTAGE FROM US TO SPAIN, AND EBAY KEEP FUDGING AND NOT GIVING ME MY REFUND. I AM SO FED UP - THEY HAVE RESTRICTED MY ACCT EVEN THOUGH I HAVE EXPLAINED CUSTOMS IN SPAIN IS ABSOLUTELY CRAZY, AND HOLDS ON TO GOODS, DESPITE YOU WRITING TO THEM, THEN RETURNS THEM FOR NO REASON TO USA.
DOES ANYONE HAVE A CEO'S EMAIL ADDRESS AT EBAY, I DO NOT KNOW IF THEY ARE EMPLOYING STUPID PEOPLE, OR PEOPLE WHO SIMPLY CANNOT OR WILL NOT THOROUGHLY READ EMAILS OF COMPLAINT?

I hope you opened a Item not recieved case then you wait about 4 days then you esculate the case .ebay will take about 72 hours then refund you
I am unsure what you are wanting eBay to do. Perhaps contact Customs in Spain to release the record album you bought?
eBay is NOT going to give you a refund for something that is not within their control. It is the policy of eBay and PayPal that once an item reaches Customs of the receiving country, their responsibility for that item ends.
It is "your" responsibility to contact "your" Customs agency in Spain and find out why they are not releasing your record album for delivery. It is NOT the job of eBay or the seller once your item reaches Customs.
