Bulk Edit Description not working

I used to be able to remove sentences from my descriptions using the bulk editor. It is no longer working for me. Has anyone else had a similar problem? Do you know of a good third-party listing tool that does it all? Thanks

Resolved! Offering unsold item to second highest bidder

Where on Ebay do we find the link or way to offer an item to the second nighest bidder? The top bidder failed to pay and the order was cancelled. I'm seeing reference to seller hub and selling activity and not seeing 2nd chance. Thanks.
