When eBay inspects a slabbed/graded card, do they open it?

Do the people who do eBay's 'Authenticity Guarantee' open slabbed/graded cards, or do they just look through the plastic housing? I'm considering grading a card, but it eBay opens the slab, why waste that money in the first place?
