Vintage HI Leader Material Display stand with contents - Help

Help found this at a yard sale today and couldn't pass it up.  All I know is the company is HI and then on some of them the company name is Glady from West Germany - did some research could not find something similar.   The display is not in great shape as you can see, but I thought it was intersting, your thoughts on where I can find a starting price for this piece.  There are approximately 52 of theseSome were opened, most were notAppears to be paper label on metal

That HI might be for Horrocks-Ibbotson out of Utica, NY. There are collectors of their old rods, pretty neat little item that would interest them I would think. Below are completeds for any of their stuff.
