Need help identifying this tool.

It's a vintage round machinists file.

A round file is a tapered implement that can enlarge round holes and smooth intricate edging. It could be used in woodworking as well.

I don't know anything about "Peters" tools.

Peters Premier is all about 12 gauge shotgun shells.

Maybe this is related to gun trade - barrel reamer? 

Shell reloading?

 

My first thought - it's a knife sharpener rod.

That is a sharpening steel.  I'd guess that at some point in time Peter's had some of those labeled for use with hunting knives.

it is a knife sharpener-generally used by butchers.

If the grooves run along the length of the metal, it's a honing steel for knives. 

 

If they run at an angle like an argyle sock, it's a machinist's file.

 

When using a honing steel it's important to know that it only works on blades with an edge. If you try to sharpen a dull knife with a steel you'll just wear the steel out.
