30 days from actual delivery or last estimated date of delivery.

If you paid through Paypal you can make a claim with them for 180 days after purchase.

Do NOT start with PayPal until after the 30-day eBay period has passed.

If you do PayPal will just throw it back at you.

No they won't. Whether it has been 30 days or not, paypal will suggest filing with eBay but the case can still be filed with PayPal.
