If 30 days has gone after buying the item (because of language issue, I could not report. I am not American), it there any method to report or to put negative or anybody from ebay can answer or anything can be done??

If you paid with Paypal, file with them. You have 180 days to do so.

Or if you used a credit card file with the cc company.

If you paid through Paypal, you can open an Item Not Described there.  Youw ill have to returnthe item at your own expense.
