It's not, it doesn't apply to China.

I do believe it's US only.

China, and probably India in the near future, is special and nothing in any policy or procedure written or unwritten applies.

ok - so what you are all saying is - china and india are exempt from guaranteed delivery? Got ahead of myself - was gonna go on a shopping spree - lol - not really but someone brought that up on another board.

Even if it did, they wouldn't have to opt in.

Guaranteed Delivery applies to U.S. sellers only and domestic shipments. Buyers using the filter will effectively screen out Chinese sellers, even those who claim a U.S. item location. What will be interesting, though, is whether U.S. sellers claiming a U.S. item location but drop-shipping from outside the U.S. will try to use the program to gain exposure. Ditto for U.S. sellers who use domestic drop-shippers. When they are unable to meet delivery expectations, these sellers will fail miserably!
Bottom line: Buyers who demand fast and guaranteed delivery will be able to zero in on sellers who offer the service. But their choices may be severely limited because most eBay sellers do not own their own fleet of trucks or planes or utilize overnight "guaranteed" delivery via FedEx or UPS. Sellers who use USPS Priority Mail (2-3 days) might stand a chance of as-promised delivery, but it's still a gamble.

Lest we forget that eBay helped the Chinese set up warehouses here in the U.S. So we should expect to see a lot of guaranteed shipping from Chinese-registered companies. 😞

Right - those 'warehouses' are most likely just office space. Why would they pay a ton of money to bring in containers of that junk, store it, pay people to pack/ship it, and charge higher shipping when they can just ship it from china for basically free?
What's even more pathetic is that ebay probably really thinks that they actually want or would even use a warehouse here.

This question freaks me out. Are buyers going to assume that guaranteed Delivery is site wide and mandatory?

It's eBay... what do YOU think? Remember "4 stars are GOOD!"?

Where did you see that? Link please?
AFAIK it's dependent on item location being USA based not country of registration.
