rating scale= difference between fair and good condition exactly.

I'm looking at buying a used tablet but not understanding the rating scale and who is it set by and how strict are the guidelines to it ?

There is no distinct difference since both terms are abstract.

 

I think it is exceptional - you think it is junk - opinions.
