buyer wants to pay with money order. I only accept paypal. Can I refuse to make this transaction? when can I relist?

This is my first sale ever and I am having problems already.  Can a buyer pay with a money order?  Isnt this against ebay policy?  I dont want to get in trouble or do the wrong thing and I dont want to give the buyer a bad time if I am not doing something correctly.  How do I solve this situation.  I would like to cancel the transaction and relist the item.  What steps do I take to do this.  Please Help!!!!!!!!!!!!!!!!!!!

buyer wants to pay with money order.

eBay really discourages that, because the buyer would have NO Buyer Protection.

However, USPS Money Orders can be cashed when the item ships, to make sure the MO is not fraudulent.

More information:

eBay has recently changed their policy concerning buyers asking if they could pay with "paper".  Here is the new, and very restrictive wording:

Not Allowed

Mailing checks or money orders (except for items in categories specifically permitted)

...

These rules apply to all transaction-related correspondence between a seller and buyer as well as the listings.

http://pages.ebay.com/help/policies/accepted-payments-policy.html

Note the use of the terms "mailing" and "correspondence", thus implying neither party can "eBay legally"  mention money orders!

In the past, we suggested sellers accept USPS Money Orders (if the buyer asked).  Now, however, it might be best not to explicitly recommend sellers violate eBay's policies.

It's against eBay's seller policies to solicit paper payments in their listings, but if a buyer asks, it's up to the seller whether to agree or not.

If you're uncomfortable accepting a MO, politely (but firmly) tell the buyer you prefer PayPal.  If you decide to accept the MO, insist on a USPS postal MO... these can be cashed at your branch office before you ship. Most other forms of MO's have to be deposited into a bank account, and can take 2-3 weeks to clear.

Good luck!
