There is no way to know - ebay doesn't divulge that info. But you can set your blocks for anyone with 1 or 2 UPI's - and that might help.
go to your my ebay page
hover over account tab
click on site preferences
scroll down to buyer requirements and click on show

Modify your profile - block bidders with 2 or more non-payment strikes
Block bidders with <0 feedback
Block bidders without a paypal account.
If you sell using buy-it-now listings, set them up to require immediate payment.
Anyone you have to file a dispute on for non payment, also put them on your blocked bidder list.
You can not see the strikes - only eBay can.
You can look at their feedback and see bid retractions.
And yes, the problem rate 'seems' higher.

You and I don't know- But ebay Sys.set where UPI buyer try to buy from the who already set their site reference to 2 strike and the buyer out. One of the reason buyer could not figure it out until when they get a message about the UPI strike.
