I have the same problem.I used two different computers. Used two different operating systems. Used two different web browsers. Called Ebay. Called PayPal.
It IS Ebay. They are NOT fixing. My setup has been stable for many years. I have over 1,000 transactions. PayPal works. Ebay through PayPal does not work. Ebay tech support is very bad.

You might want to read the following, a lot of people seem to be having the same problem. You need to contact the sellers you are trying to buy from and explaining the situation. You can post this link to show that you are not the only one having the problem.

If you are using a phone, try with a computer and vice versa.
Clear your cache and cookies, restart computer before trying again.
eBay Checkout has been glitchy for some since day one....
