First, high heeled shoes should be shipped in a box.
The USPS would probably be the most economical carrier. After you ascertain the final weight of your package, go to USPS.com and compare the rates between Priority Mail and Parcel Select (if you print your labels online).
If you pay for postage at your local PO, look up the rates for Standard Post instead of Parcel Select. There's a significant cost difference.
Don't be surprised if you find that Priority Mail rates are competitive with the parcel (economy) ground rates... good luck!

Parcel post was the most economic way, but they changed it to Parcel select which costs more than Priority mail. USPS has special shoes boxes you might want to use. There seem to be no way around high cost of shipping, other than adding it to the item in order to recoup the cost....
