Here's how the story goes.
I checked the tracking number the morning it was going to come. It said "Out for Delivery."
I waited for the mailman to come, waited outside and saw him put mail in the mailbox.
However, when I went to go get the mail, there was no package except for daily letters I always get.
I went on to check the tracking again and it says "delivered."
How can it be delivered when I was outside waiting for it? Never got it?
I'm not too worried as I only paid $8 but still, I paid for something and not get it.
What can I do now? I've called USPS and they gave me a case number.

this is a post office issue.
you will need to find out why the item was scanned by the post office as delivered when it was not.
possibly was dropped off at the wrong address, maybe a different street with the same house number or some other mistake.
also, sometimes the postal carriers scan the items when they put them in the truck and then forget to actually drop the item off at the address.
you will need to follow up with the post office.
