DPO AE 09715. is correct... Diplomatic Post Office.
I tried calling 1-800-ASK-USPS... no one answers the phone.... all recordings.
I also emailed USPS yesterday but have received no reply.

DPO is not correct. It should be either APO or FPO. No, I have no way of knowing which. You need to check it.
I've heard of DPO before just got carried away and answered without thinking. Sorry about that.

It never hurts to put one on. If you print your postage on-line it will prompt you if one is needed but I do one even without a prompt. You never know if someone down the line may think it should have one.

As I was about to print an online shipping label, A notice popped up stating that this shipment will require custom form 2976-A. So I clicked on the link provided and filled out the custom form. When I attemped to print the custom form another notice popped up stating that custom form 2976-A is not necessary for this shipment. So it would not print. Guess I will have to go to the Post Office tomorrow and stand in line for half an hour.

No need to waste time doing that
Use this LINK >> Customs Form to print the form
Then mail your normal way >> carrier pickup or put into one of the USPS Big Blue Boxes

The class of mail dictates the Customs form. First Class Mail, the various Priority Mail FRE's and the small FRB require only the short form (2976). Priority Mail requires form 2976-A inside pouch 2976-E.
If the contents are documents (including assorted paper goods) and the package weighs no more than 16 oz., no Customs form is necessary.
