Seller does not have title to a vehicle sold on eBay

My seller (a car dealer) listed a car for sale ready for pick-up.  

I made payment and seller has confirmed receipt a few days ago.  It now turns out I can not yet pick up the car yet because the seller does not have the car title in hand.  He says he needs time to get it and will mail it to me as soon as he receives it.  Only then can I register the car and drive it home.  

Is this normal?  

I need the car as a tow car for a vacation and I am running into problems.

this IS NOT abnormal-many times a dealer doesnt have title in hand on used vehicles ,due to payoff pending,once paid off they get title,then you get it,you should be able for dealer to supply you with a 30 day driveout tag-but you SHOULD be able to take possesion now-unless it is a very small fly by nite dealer.

Did they mention that in the description? If not, you might ask for a refund. Or if you are patient, ask them if they can get you temp tags until the title comes in.

 In my state of Massachusetts, No titile is a no no, If they can't show you a title to prove they have a legit title that has no liens and is in their name,, I would not buy it.
