Identify USAAF Pic

This photograph was obtained years ago with a group of WWII-era military photos and autographs.  It is signed on the back, but I can't read the name of the signer.  Any help identifying the man in the picture would be appreciated.  Thanks.

Looks to me like it is made out to "Col. Frank H Collins".  Being that this photo was gifted by an RAF officer, I think there is a picture of your man Collins here:

As for the RAF Air Marshal pictured, it is hard to read.  There is a partial list here:
