sending invoice other than global

sold an item on ebay internationaly 

my client does not want global shipping to handle his custom dutty tax he like to do it himself

but ebay does not give me the option to do it from the sending invoice button

when i click on the invoice button will show me that

you can't send invoice for this order
	The item(s) will ship using the Global Shipping Program. As part of the program, buyer directly pays international shipping and import charges to the third-party shipping provider. The buyer will still be able to complete checkout even if you don't send an invoice
