restricted selling for German, How can i remove that ?

I had a 9 defect for German site so eBay restratced selling for German and also reduce selling limits, than i call eBay and i could remove 5 defect.... there are 4 defect that effected to my account and one of them is still open case... other two of casses are not reciwed item case that more than 120 and they also could remove the deffect if i were call eBay befor pass 120 dayes. There was postal strike in German and german eBay show that they remove deffect for that period but i dont know how to do that.... anyway i removwed 5 defet of 9 so can i remove the  restractions  ?
