item not shipped yet

Hi ,

I would like to inquire on what to do if a seller did not ship the item yet although clear payment was made 10 days ago and it is stated that it should be shipped within 2 days of receiving it .

at resolution center no claim can be made since it estimated shippment arrival time is 30 days .

I really can't wait this long and find out after 30 days that am not receiving the item , I rather buy it else where if so.

kindly assist on what is possible to be done .

ps: -the seller is not responding on messages sent to him/her too.

       -item is not marked as shipped until now (10 days since cleared payment ).
