it's abput a seller who is not agreeing to refund me!

i have been experiencing many cases where I have not received any refund after sending back the bad quality of some items which i had received! now, i'm actually having some problems with a seller TANG-FANG. the seller is asking me to ship the item back to him and it is then that i will get back my refund! he has no manners at all to talk to his clients! no respect at all. I bidded for a handbag and won the auction. after 2 weeks i get the handbag with the zipper damaged! i dont trust any sellers now that ask me to sip the item first and then i will get my refund! it is already 2 weeks since am trying to resolve this problem! please help me out!
