international Shipping

Hello everybody, 

I just sent my first international package to Norway.  It was a pair of used shoes I sold for $140.  I thought I was opted in to ebay's global shipping program, but after she bought it, we discovered that it apparantly had been excluded somehow.  I thought it would be simplest to just ship the item straight to my buyer myself.  I went thru ebay to purchase a shipping label, and went with priority mail express international, it cost about $42 and change with insurance.  When my buyer recieved her item, she had to pay a surpirse extra $84 COD.  Why did she have to pay this extra fee??? She has been super nice about it all, but that makes her total shipping charges almost $130!!! Is this normal?  I just feel terrible that she got screwed with this extra fee, it seems outrageous.  Does anybody know what this is about or why she had to pay so much extra??
