Selling on Ebay, problems with nonpayment

So I've been a member/seller on Ebay for many years. I hadn't sold anything for a coupple years, but this last month I have been back at it. I have a question for anyone willing to answer: Has the number of people that bid, but don't pay, gone up? I have sold 20 items this month and 6 of them didn't pay. 5 of those, without any communication to explain what's going on. Has Ebay gotten lax with punishments for non-payment or something? In the previous 10+ years of selling items on Ebay, I have had one nonpaying bidder, and he at least explained his side to me. Any ideas? Thanks-Josh
