Selling a car with a lien

So after I get all the way through everything and reviewed the "eBay selling checklist", my car is posted. I go to make a revision and in fine print right under submit revisions it says:

"If you are not a licensed motor vehicle dealer, you cannot list a car on eBay Motors without possession of a title to the vehicle, regardless of the age of the car that is in your name."

 

Does this mean that I cannot list my vehicle?

Will I not get my fees back because this was not made clear until after posted?

Does this mean that everyone else, who is a private seller, with a band new - low mile vehicle, already have it paid off with a title in hand?

 

 

 

 

UPDATE
If the title is not in your possession currently, disclose any liens or other limitations on title transfer in the item description, because it could take extra time for you to secure the title and transfer it to the buyer. You may need to contact your lien holder to determine timing and steps of acquiring the title.

I guess the fine print before submitting a revision should be a little more clear.
