Seller cancelled order because they wanted to re-list for more money

I won an auction where there were 23 bids for the famous Hatchimal. As soon as I won I immediately paid for the item and went about my business. It wasn't until I went online I noticed the seller cancelled my order after I paid for it so he/she could re-list the item for more money. How do I file a complaint versus just posting a negative review? This is highly unethical and isn't it against eBays policies? This seller should be banned from selling on eBay if they are just going to continue to cancel the orders until they get the highest price they wanted. If they wanted or needed a certain price they should have put a reserve on the item but they didn't. Instead they just cancelled it and if I hadn't noticed it then I would be sitting and waiting for a Christmas present that never came. This is wrong on so many levels.
