Returning an item

I havent Received my refund yet. Return procedure shows if I didn't receive the refund by May26 Ebay will step in and help. But When i try to ask help from ebay it says you are not authorised to perform this action yet. from whome I ask help now. **bleep** seller is not respoding at all. and our postal service confirmed that the item is already there in shanghai on May 4th. Seller is cheating me even ebay is not helping.
