You owe ebay their % as soon as the listings ended with winning buyers...
Whether or not, you've been paid.
This is how ebay selling works:
Sellers list their items.
Before a seller clicks to 'submit' their listing, they see the amount they are charged.
Sellers have the chance to go back and recreate their listing before clicking to submit.
Once a sellers item ends with a winner, seller gets charged a FVF (Final Value Fee), right at the very second that the listing ends.
Seller owes ebay.
Seller is responsible to get payment and/ or open UPI (UnPaid Item) cases and close the cases so they can get their FVFs refunded.
Sellers MUST take appropriate action to recover FVF costs, etc, etc, etc.
