Insertion fee that I cannot explain

For 2 items which I inserted today in the collectibles categorie ( 191707232824 +  191707232903) an insertion fee of $1 each was charged which I don't understand.

As I didn't enter 40 items yet this month I am still eligible for free entry.

For a similar item I inserted last Thursday no insertion fee was charged.

How can I contact eBay by e-mail to ask for an explanation?  (living in Europe making a phone call would be very expensive).
