Incorrect Final Fee/ Papal Charges on invoice

On a free listing, I sold a jumper for £7.00 with P&P £2.80. The Final Fee (10%) is 98p in this case, plus a Paypal charge of 3.4% (working out at a futher 33p) plus an extra paypal charge of 20p.  So in total, my charge shoud be £1.51.  However I have been charged £1.74.  I can't dispute this unless I phone a number that would cost more that what it is worth.  It's only a few pence that I'm down but it's the principle that matters and the fact that if you sell more items and this keeps happening, it will soon add up to something more substantial. Has anyone had this problem?  Am I missing something?  Thanks in advance.
