How to report a spam user

So I've spent the past hour searching for an email to contact eBay customer service directly and I'm very dissapointed that there isn't one.  Poor customer service eBay.

So my question, I recieved a message from a user that was created today (March 30th, 2017) with the following text: 

Hello seller,
I am happy to have purchased your item, i will like to know the present condition of the item and the total cost plus the shipment, and I want you to know that I'm buying this article for my son, as a birthday gift, and also i want you to send me your PayPal E-mail account so I can make the payment as soon as possible ... I am waiting to read from you soon ...Have a good day

They, in fact, did not purchase my item.  I want to report them.  How can I do this because eBay's poor customer service model isn't easy to navigate.
