Hot Item Limits?!? Are you kidding me ebay?

I am beside myself that eBay will impose limits on the amount of hot items a reputable seller can sell, but they will allow any user to sell a cardboard box from one of these hot items for hundreds of dollars. I just saw an NES Classic Cardboard Box for $122! The buyer obviously thinks he/she is getting a NES Classic system. I can only think that these limits came about because someone said Hey this isn't fair! Could eBay please tell me how limiting the amount of units sold prevents seller fraud? At what point will eBay say "OK, the buyer needs to be even a little responsible for what they bid on" because that's what it seems they are afraid to do. I can almost assure you they will have to reimburse the poor person that paid $122 for a piece of cardboard! But Hey, they stopped me from selling my legit NES Classic for a week. And I am a 100% feedback user with more than 1000 successful sales.
