Handling inappropriate behavior

I just received my item and found out that my Husband had to pay an "extra" shipping fee to retrieve the item, due to the fact the Seller posted my package as "Media Mail"
Now of course, he should have let the Post Office deal with it instead of paying, but since he's already done it. Should I do anything? This seems unfair for 2 reasons, one being Postal fraud because said item wasn't "media" and second, being a Buyer I tend to see the shipping cost and take it into account of the item im buying. I would have not bought it if I had known of the extra fee/or if the seller had listed that fee because to me that would have been overpriced!
Now, if I do the Ebay guarantee I assume that extra fee won't be reimbursed because it's not on paypal/ebays page... So that seems like a dead end.
Do I just report this to Ebay?
