Ebay shipping calculator WAY OFF!!!!

I have a problem with the ebay shipping calculator.

I have an item that just sold and the buyer paid the calculated shipping price. When I press the print a shipping label it switches over to pay pal. Once there it shows all of the info about the package (size and weight) and the buyers address (auto filled from the listing) and my address. These numbers are correct. When I press the print and pay button it show a different price than what was collected and way more expensive.

Package size and weight were all in the listing, addresses were correct also.

e.g Collected $40.85, cost $58.08

anyone else have this trouble??? Ebay says call pay pal, paypal says ebay assumes I'm getting a UPS discount and bases the calc on it. I just set up a UPS account 4 biz days ago so I have not been confirmed on the discount program yet. I checked all my settings and all shipping discount options were selected no.
