Ebay removed item I bought but seller shows shipped and delivered to address in another state

I bought and paid immediately for item. Ebay removed item on Ebay and then I got this email from what (may or may not) be Ebay ...  at this point I don't know.  But I have not received the item and I live in Texas and Ebay now shows it was delivered in Florida.  But I can not contact the seller because Ebay removed listing.  So now when I go throught the Ebay steps to get a refund I get no where.  What do I do?  How do I really get my money back?  Paypal stated I have to go through Ebay Resolution Center (that I can't get anywhere in because its gone).

 

This is the email from Ebay
