Didn't receive good worth 5 grands !!!

I recently won a bid of a quite expensive camera on ebay. The seller said he was on a business trip so he gave me a incorrect tracking number which has been sent to another guy in my city. The seller said he's going to send me the camera later, but it's been a week though. I didn't recieved any package even a reply from the seller. I've got all the contact record with the seller and tracking info detail from UPS to prove the package hasn't been sent to my personal address.(not even from the seller.) Could anybody help me getting the money back? I tried to do the online service process on ebay but it won't give me an option that fits my situation!!!
