Chargeback by buyer card issuer

I have sold an item. The buyer claimed he received a different item.
He had no response to provide any proof.
Ebay has decided on my favor after he opened a case aganist me.
However, he now contacted throught the card issuer for chargeback.
PayPal said it is out of seller protection, so debited the amount from my account at the moment.

How can seller feel safe to do business on ebay, and thought PayPal if the buyer can use chargeback to cheat ?
I have been selling items through ebay. I won't be stupid enough to send different item.
I have done nothing wrong. I thought ebay and paypal can protect us.

Anyone can help ?
