I have a buyer who is trying to purchase an item from me. Before he can get to the actual purchase page he is getting error 2018. While having a conversation with him, we have sold other items. And we told him about our buyer restrictions and he said he doesn't have any strikes against him. The buyer keeps saying it is on our end, but we have no way of fixing this.
