Buyers Who Are Scammers

I am relatively new to selling on eBay and love it so far.  My question relates to selling and receiving bids from buyers who have no rating and have signed up the day of the auction and bid extremely high amounts so as to scare all of the other potential "honest and genuine" buyers from bidding?  Please let me know your thoughts on this.  I think it would be a great service to both buyers and sellers if both parties are "Pre-Qualified" somehow through eBay and PayPal...??
